Senior Security and Regulatory Analyst

Position overview
Reporting to the Manager, Security Operations, the Senior Security & Regulatory Analyst serves as a strategic leader in safeguarding the aerodrome’s regulatory integrity and security posture. This role designs and oversees a comprehensive Quality Assurance Program that ensures all aerodrome areas governed by the Canadian Aviation Security Regulations ( CASRs), the Aviation Security Measures (ASM’s), and related regulatory frameworks meet or exceed compliance standards. Operating as both a subject‑matter expert and an internal consultant, the analyst drives inspection programs, interprets complex regulatory requirements, and provides forward‑looking insights that strengthen operational resilience.
This position blends high‑level regulatory analysis, risk assessment, program development, and cross‑functional influence. It is well‑suited for a seasoned professional who excels at translating regulatory obligations into actionable programs, identifying systemic trends, and guiding the organization through evolving security expectations.
Key responsibilities include:
- Review and investigate aerodrome operations to ensure full compliance with CASRs, ASMs, and all applicable Aeronautics Act requirements
- Evaluate the readiness and performance of all security personnel, programs, and systems to confirm training, patrols, access control, screening operations, explosive‑detection equipment, signage, and security barriers meet required standards.
- Audit the aerodrome’s ability to meet all Airport Security Program obligations, including security‑event response, document‑of‑entitlement management, and adherence to regulated processes and procedures.
- Act as the primary liaison for internal stakeholders, providing expert guidance on security policy, operations, and projects; leading or participating in security committees; developing security plans and procedures; coordinating process changes; and preparing formal communications.
- Lead full investigations into security events by identifying root causes, documenting findings, developing corrective‑action plans, and confirming all remediation steps are completed.
- Analyze incident, violation, and audit data to identify systemic trends and predictive risk indicators, contributing to performance dashboard development and data-informed governance discussions with leadership and service providers.
- Work with the Manager of Security Operations to ensure all required actions and operational changes are implemented to maintain compliance when new regulations or initiatives are introduced.
- Support security operations by assisting with capital projects, contributing to budget planning, and providing input on contract matters to ensure effective resourcing and execution.
Key qualifications include:
- Minimum five years of relevant experience, supported by a bachelor’s degree in security management, Business/Operations, or a related field; an equivalent combination of education and experience will be considered.
- Master’s degree in a related discipline is an asset.
- CPP designation is a strong asset; successful candidates are expected to work toward certification if not already obtained.
- Strong knowledge of aviation security regulations, including CASRs, ASMs, and Aeronautics Act requirements.
- Proven analytical, problem‑solving, and strategic‑thinking skills.
- Strong analytical capability in trend analysis and data interpretation, with experience supporting dashboard development, performance governance, or digital system optimization initiatives.
- Demonstrated ability in project management, process analysis, and operational planning.
- Advanced proficiency in MS Excel and solid capability across MS Office, including data modeling and analysis.
- Excellent communication, interpersonal, negotiation, and mediation skills.
- Strong organizational and time‑management abilities, with the capacity to work independently.
- Solid understanding of financial concepts, cross‑functional operations, and airport emergency response protocols.
- Experience in fast‑paced, interdisciplinary environments, with a background in regulatory compliance, contingency planning, project management, and operational analysis.
- Experience developing operational plans, facilitating meetings, and leading cross‑departmental initiatives, with exposure to customer service, process‑flow analysis, or service/facility/manufacturing operations.

Salary Range : $85,156 to $111,294 per annum, based on 37.5-hour work week. This is individually tailored to reflect your unique experience, qualifications and internal equity.
